Set-aside pairing on federal construction: 8(a), WOSB, SDVOSB and HUBZone
On a set-aside construction award, the composition of the team is part of the offer. Here is how the main programs shape teaming, and how to signal what you bring.
The programs, briefly
- 8(a) Business Development. For small businesses owned and controlled by socially and economically disadvantaged individuals. Administered by the SBA.
- WOSB / EDWOSB. Women-owned small business, and economically disadvantaged WOSB, in industries where the SBA has designated the competition as restricted.
- VOSB / SDVOSB. Veteran-owned and service-disabled veteran-owned small business, with the VA's verification process (the CVE / VIP) for VA work.
- HUBZone. Firms with a principal office in a Historically Underutilized Business Zone and a share of employees who live in one.
What pairing actually means on a construction job
On a prime set-aside award, the prime must itself hold the certification. Mentoring arrangements, joint ventures and subcontracting let a certified firm pair with a firm that has the bonding, the trade depth or the past performance it lacks — provided the work and the control requirements are respected. On a large prime that is not small, the small-business subcontracting plan (see FAR 19.702, which applies above $900,000 and $2 million for construction) is what creates the demand.
How to signal your certifications
When you register interest on Interested Vendors, list the set-aside certifications your firm holds. A prime scanning an interested-vendor list is often scanning for exactly that field, because it decides which partners help the offer. Be accurate: a claim of a certification you do not hold is worse than no claim.
Not a determination
Eligibility for these programs is determined by the SBA or the VA, not by us. This guide is general information, not legal advice; confirm your status with the administering agency and read the current regulation.
